Maybe try a bit of the cooking spray? Not really sure. But I am curious why you use cooking spray if you are using muffin liners; I use one or the other, but not both. Am I missing some basic cooking skill?

We always send or expect a sleeping bag--no harm in ensuring options--except for the couple of folks for whom we know it is not necessary.

As for lights out/quiet time, with teens we are pretty lax...1:00 or 2:00? If we know there is something happening the next day, we'd push it earlier.

I think the mug is a cute idea.

A toolkit is my standard graduation gift; they are always on sale then because it is around Father's Day! I remember that, thanks to my mom's foresight, I was the one person in my dorm with tools, and I have aimed to pass that on.

If you want something that isn't edible to send her now or when she first gets there, a screwdriver with changeable bits and/or a set of the teeny micro screwdrivers can really come in handy. A hammer, pliers, and wrench would too, but those are heavy to mail!
